Serena Rourke

Serena has extensive experience as a climate policy analyst across government, industry, and academia. Drawing on her multidisciplinary experience, Serena helps organizations improve their climate strategies and disclosures while developing an understanding of the cross-sectoral climate change landscape.

Prior to Manifest Climate, Serena worked with Environment and Climate Change Canada, and on the Trade and Environment team at Global Affairs Canada. Her work covered sustainable finance and green bonds, border carbon adjustments and carbon pricing mechanisms, and negotiating environmental provisions in free trade agreements.

Serena holds a Masters of Arts in International Affairs, with a focus in International Organizations and Global Public Policy, from the Norman Paterson School of International Affairs at Carleton University, in addition to a Bachelor of Arts from Queen’s University with a major in Political Studies and a minor in Economics.
